To provide a control device capable of suppressing a deterioration in the convenience of a flight body under a situation in which a radio communication connection for the flight body's receiving a control signal is cut off, a flight body, a program and a control method.SOLUTION: A control device to be mounted on a flight body is provided. The control device includes a measurement part for measuring reception signal quality by the flight body, a position acquisition part for acquiring a position of the flight body when the measurement part measures the reception signal quality, a storage part for associating the reception signal quality with the position of the flight body and storing them as history information, a determination part for determining whether the reception signal quality measured by the measurement part satisfies a predetermined reception signal quality condition, and a control part for controlling flight of the flight body such that the flight body moves to a position to satisfy the reception signal quality condition on the basis of the history information stored in the storage part in the case that the determination part does not determine that the reception signal quality satisfies the reception signal quality condition.SELECTED DRAWING: Figure 1
