To configure road management device at a low cost.SOLUTION: A road management device 50 includes: an information acquisition unit 321 for acquiring information from detectors mounted on each of a plurality of vehicles; a lane estimation unit 323 for estimating a travel lane of each of the plurality of vehicles based on the acquired detector information; a storage unit 33 for storing vehicle travel information including vehicle speed information obtained from each of the detector information acquired in a first period and in a second period past the first period, associating the travel lanes estimated by the lane estimation unit 323 with the travel lanes of the plurality of vehicles; and an abnormality estimation unit 324 that compares the stored vehicle travel information for the first period with the vehicle travel information for the second period and estimates the occurrence of an abnormality on the road in the first period according to the degree of discrepancy between the two periods.SELECTED DRAWING: Figure 3
