To realize a structure that can prevent insertion of foreign objects into a female cylindrical portion of an outer tube into which an inner shaft is inserted and can suppress manufacturing costs of the outer tube.SOLUTION: An outer tube 11 includes: a solid male shaft portion 25; and a bottomed female cylindrical portion 26 integrally formed with the male shaft portion 25. A hole cover 19 is fitted to the outer side of the female cylindrical portion 26, and a clearance between a dash panel 17 by which a vehicle cabin 15 and a vehicle outer side 16 are partitioned and the outer tube 11 is closed by the hole cover 19. 【課題】アウタチューブのうちで、インナシャフトが挿入される雌筒部の内部に異物が侵入するのを防止できるとともに、アウタチューブの製造コストを抑えられる構造を実現する。【解決手段】アウタチューブ11を、中実状の雄軸部25と、雄軸部25と一体に形成された有底円筒状の雌筒部26とから構成する。雌筒部26に、ホールカバー19を外嵌し、該ホールカバー19により、車室内15と車室外16とを仕切るダッシュパネル17とアウタチューブ11との間の隙間を塞ぐ。これにより、車体への組み付け状態で、中実状の雄軸部25を車室外16に配置し、雌筒部26に備えられたスライド孔32の開口部を車室内15に配置する。【選択図】図3
