To safely implement interaction with a recognition target.SOLUTION: A state estimation part estimates a state of a recognition target on the basis of at least one of a camera image captured by a camera and a drive signal of a motor for flight, and an action determination part determines an action of an own vehicle according to a condition of the recognition target.
