To provide a flood detection device which can simply and highly accurately detect flooding of a road on the basis of running state data of a vehicle.SOLUTION: A central processing part 38 acquires CAN data from an information providing device 14. A prediction part 40 reads a vehicle behavior model constituted by running resistances including air drag acting on a vehicle, a grade resistance acting on the vehicle, and a rolling resistance acting on the vehicle for acquiring a physical quantity varying in running of the vehicle, calculates a prediction value of a vehicle speed by using the CAN data and the vehicle behavior model. A determination part 42 detects flooding by comparing the prediction value of the vehicle speed and an actually measured value of the vehicle speed of the CAN data.SELECTED DRAWING: Figure 1
