To provide a vehicle control device that can recognize an inter-vehicle distance more appropriately, a vehicle control method and a program.SOLUTION: The vehicle control device comprises a recognition part that recognizes a preceding vehicle travelling in the same direction of an own vehicle in front of the own vehicle, and an operation control part that controls travelling of the own vehicle so that an inter-vehicle distance determined based on a reference position of the preceding vehicle set by the recognition part and a position of a front end part of the own vehicle is kept in a target inter-vehicle distance. The recognition part, when a second detected position of the preceding vehicle is detected in first predetermined number of times after a first detected position of the preceding vehicle is detected by a detection device, sets the second detected position as the reference position of the preceding vehicle.SELECTED DRAWING: Figure 1
