To reduce the variation of full occupancy information when detecting the full occupancy of an elevator car based on a sensor output.SOLUTION: According to one embodiment, there are included: an in-car state retention unit that performs a process of retaining values indicating the state of use in an elevator car based on information output by a sensor; an in-car state update determination unit that does not allow the in-car state retention unit to update the value in the direction in which the value indicating the state of use in the car decreases when the elevator door state meets a preset condition; and a full occupancy detection unit that detects a full occupancy in the car based on the values indicating the state of use in the car retained by the in-car state retention unit. The in-car state retention unit retains the full occupancy information until the elevator door state becomes inconsistent with the preset condition when the elevator door state meets a preset condition, and when a full occupancy is detected.SELECTED DRAWING: Figure 1
