To provide an autonomous travelling vehicle and the like that can arrive at a meeting site by a time to meet users, when using a pay standby site for the autonomous travelling vehicle to meet the user, and can minimize expenses for running the autonomous travelling vehicle.SOLUTION: A self-driving delivery vehicle 1 comprises: a communication unit 10 that acquires meeting information indicative of a site and time to meet users; a time calculation unit 11 that calculates a residual time from a differential between the meeting time and a current time; a minimum expense calculation unit 12 that determines a standby time and a travelling time so that a total expense of a standby expense with respect to the standby time when standing by at a standby site, and a travelling expense with respect to the travelling time to an arrival at the meeting site is minimum, and a total time of the standby time and the travelling time falls within the residual time; and a movement route determination unit 18 that determines a route for making the self-driving delivery vehicle 1 travel so as to arrive at the meeting site in the travelling time.SELECTED DRAWING: Figure 1
