To provide a vehicle speed control device that reduces anxiety imparted to a person.SOLUTION: A vehicle speed control device 1 comprises: a lane detection unit 120 for detecting a roadway outside line of a lane on which the own vehicle V travels; a target detection unit 121 for detecting a target existing outside the roadway outside line; and a speed control unit 123 for controlling a speed of the own vehicle so as to pass through the side of the target at a speed lower than a speed of a vehicle when the target detection unit 121 detects the target. The speed control unit 123 accelerates the own vehicle to the speed when the target is detected, after the own vehicle passes through the side of the target.SELECTED DRAWING: Figure 2
