The invention provides a means for controlling counter steer in a tilting vehicle 100. A steering controller such as a handlebar 109 is moveable to control both steering of one or more wheels 135 of the vehicle 100 and counter steering thereof. The steering is controlled by movement 165 of the steering controller 109 in a steering plane (optionally rotation about a steering axis 160 perpendicular to the steering plane) and counter steering is controlled by movement 175 of the steering controller 109 in a counter steering plane (optionally rotation about a counter steering axis 170 perpendicular to the counter steering plane). The steering plane and counter steering plane are at an angle to one another. The counter steering action may be achieved by means of bevel gears (113, 114, figure 1c) or electronically via a movement sensor (480, figure 5c). Counter steering may be applied for as long as the movement 175 is maintained, or may be for a limited time only. The vehicle may also include a mechanism for controlling lean of the vehicle when cornering (figure 8). The system is said to improve safety by being more intuitive than conventional counter-steering techniques.
