According to one approach, an active material including a composite oxide is provided, where the composite oxide has a crystal structure including a rhenium oxide block structure that contains octahedral structures configured of oxygen and a metal element and that is configured by the octahedral structures sharing vertices. The composite oxide is represented by general formula LiaMbNbMocOd. Here, M is one or more selected from the group consisting of Ti, V, Ta, Fe, Co, Mn, Ni, Bi, Sb, As, P, Cr, W, B, Na, K, Mg, Al, Ca, Y and Si, 0 ≤ a ≤ b+2+3c, 0 ≤ b ≤ 1.5, 0 ≤ c ≤ 0.5, and 2.33 ≤ d/(1+b+c) ≤ 2.50. In a micro-Raman spectrum with an excitation wavelength of 532 nm for the composite oxide, a difference between a shift S1 of a Raman peak P1 derived from Mo-O bonds at 640 ± 10 cm-1 and a shift S2 of a Raman peak P2 derived from Nb-O bonds at 920 ± 20 cm-1 is 285 cm-1 or more.
