The invention provides a near space experiment device and method based on a high-altitude balloon, and relates to the technical field of near space experiment equipment.The test device comprises the high-altitude balloon, a first mooring rope, a parachute, a second mooring rope and a balance weight cabin, the top end of the parachute is connected with the high-altitude balloon through the first mooring rope, and the top end of the parachute is connected with the high-altitude balloon through the second mooring rope; the bottom end of the parachute is connected with the counterweight cabin through a second cable; a plurality of placement positions are sequentially arranged on the second mooring rope at intervals in the length direction of the second mooring rope and are used for placing experimental materials. After the experimental device reaches the near space, a plurality of experimental materials can be arranged at intervals along the vertical height direction, so that experimental data at a plurality of heights can be obtained in a single experiment, and the experimental cost can be reduced and the experimental efficiency can be improved while the experimental precision is ensured.
