The system comprises a floating cylinder unit, a plurality of floating cylinders are fixed through ropes, and first-aid materials are contained in the floating cylinders; the balance weight is located below the water surface, connected with the floating cylinder and used for controlling the stability and sinking of the floating cylinder; the anchor chain is located below the water surface and used for fixing the position of the floating cylinder, one end of the anchor chain is connected with the balance weight, and an anchor hook is arranged at the other end of the anchor chain; the control system is arranged on the floating cylinder and used for controlling floating and sinking of the floating cylinder, collecting position information of the floating cylinder and water surface information near the floating cylinder and sending the collected information to the information center; and the information center is used for remotely receiving the information sent by the control system and carrying out encrypted communication with the control system. According to the system, the floating cylinder is arranged, so that people falling into water on the sea can be quickly rescued in emergency, and the rescue efficiency is improved.
