The invention relates to a vertical storage and transportation device and method for a tower drum of an offshore wind generating set. The device comprises a bottom base, a U-shaped tower and an operation and maintenance platform, the bottom base is installed on a transport platform of a transport ship, the U-shaped tower is vertically installed on the bottom base and arranged around a tower drum, and the operation and maintenance platform is installed on the inner side of the U-shaped tower and provides a circumferential construction space around the tower drum; the vertical fixing mechanism is installed on the bottom base and located in the center of the U-shaped tower, and the vertical fixing mechanism comprises an inner core, an outer clamp, an inner side bag-shaped mechanism and an outer side bag-shaped mechanism. The inner core is of a rigid columnar structure, the outer clamp is of a rigid cylindrical structure, and an annular fixing groove for containing the side wall of a tower drum is formed between the inner core and the outer clamp. The inner side bag-shaped mechanism is arranged on the outer wall of the inner core, the outer side bag-shaped mechanism is arranged on the inner wall of the outer clamp, and the inner side bag-shaped mechanism and the outer side bag-shaped mechanism can be filled with flowing media to clamp and fix the side wall of the tower barrel. The tower drum structure and the paint surface can be protected, and the fan erecting speed is increased.
