The invention provides a hybrid power system and a vehicle, and relates to the technical field of vehicles, the hybrid power system comprises a power device and a transmission, the transmission comprises a sun gear, a planet gear, a planet carrier, a gear ring, a first clutch and a brake, the brake is used for fixing or releasing the gear ring, and the sun gear, the planet carrier and the gear ring are coaxially arranged; the planet gear is movably arranged on the planet carrier in a sleeving mode and meshed with the gear ring and the sun gear, at least part of the power device is connected with the sun gear, the power device is connected with or disconnected from the planet carrier through the first clutch, and the planet carrier is the output end of the transmission. According to the transmission, on the basis of a single-row planet row speed reduction structure, the first clutch and the brake are additionally arranged, transmission of two gears can be achieved, and compared with a traditional double-gear transmission, the integration degree is at least higher, and occupied space is smaller.
