The invention discloses a C-V2X-based regional operation vehicle scheduling management system and method, and belongs to the technical field of vehicle networks. The system comprises a C-V2X communication module, a data acquisition module, a data processing and analysis module and an intelligent sorting module. According to the invention, a C-V2X network is utilized to collect traffic data such as traffic flow, road conditions, parking spaces and the like and vehicle data such as vehicle positions, speeds, driving directions and the like in real time, and through big data analysis and artificial intelligence technologies, the collected data are deeply mined and analyzed to predict traffic trends and vehicle demands; and based on an analysis result, an intelligent algorithm and an optimization technology are adopted to carry out real-time scheduling and management on the operating vehicles. The road safety and the traffic efficiency are improved, the communication and scheduling cost is reduced, the vehicle transportation efficiency is improved, the vehicle meeting efficient scheduling requirement in an area with poor network signal coverage can be met, and the application range of vehicle scheduling management is expanded.
