The invention relates to the technical field of vehicles, in particular to a stabilizer bar device and an all-terrain vehicle. The stabilizer bar device comprises a shell, a gas-liquid cylinder, a chuck, a claw disc, a first torsion bar and a second torsion bar. The gas-liquid cylinder and the shell are fixedly connected or integrally formed. The chuck is at least partially mounted in the shell; the claw disc is installed in the shell and matched with the chuck. The first torsion bar is connected with the chuck; the second torsion bar is connected with the claw disc; wherein in the first state, the claw disc is clamped and matched with the chuck; and in the second state, the claw disc rotates relative to the chuck and slides in the axial direction of the chuck. The gas-liquid cylinder and the shell are fixedly connected or integrally formed, so that the stabilizer bar device is more compact and simpler in structure and small in size. Moreover, the gas-liquid cylinder is integrated on the shell, the integration utilization rate of the shell can be improved, a conveying oil pipe is not needed to connect the gas-liquid cylinder with the shell, the situation that the conveying oil pipe is prone to torsion and expansion is avoided, and therefore the driving comfort and trafficability of the vehicle are improved.
