The invention relates to the technical field of power systems, in particular to a frequency modulation hierarchical scheduling control method and device, an electric vehicle and a storage medium, and the method comprises the steps: building a cloud side-end collaborative architecture in which a large-scale electric vehicle participates in power grid frequency modulation; under the cloud side-end collaborative architecture, establishing a model for performing frequency modulation capability rolling evaluation on the electric vehicle subgroups controlled by the electric vehicle aggregator by the electric vehicle aggregator, so as to upload the frequency modulation capacity to the cloud side to serve as a basis for decomposing a frequency modulation instruction between the sides; and according to a reinforcement learning-based large-scale electric vehicle cluster frequency modulation instruction hierarchical decomposition strategy, a reinforcement learning method is utilized to decompose a frequency modulation instruction issued by a cloud side among the EV subgroups on the side, and a reinforcement learning model for minimizing the total charging cost of the electric vehicle cluster is obtained. Therefore, the problems that the charging and discharging strategy of the electric vehicle is difficult to reasonably plan, the overall energy loss is easily caused, the cost is increased and the like due to the fact that the economic performance in the frequency modulation process is not considered in the related technology are solved.
