A VGI system (1) includes a plurality of BEVs (50), a plurality of EVSEs (40), and a server (10, 20, 30). The server determines whether or not the BEV exchanges electric power with the power grid (PG) by using a second EVSE set in a second region that differs from a first region in which a predetermined first EVSE is set in terms of the management mode of the power supply by the power grid (S511), the first EVSE being normally used by the BEV. When the server determines that the BEV exchanges power by using the second EVSE, and when the contribution of the second region to the DR in the power exchange by the BEV is higher than that of the first region, the server imparts a higher stimulus than the power exchange with the grid by using the first EVSE (S124).
