The invention provides a manned electric pole climbing device and a pole climbing method for electric pole tower pole climbing operation, the manned electric pole climbing device comprises a driving system, a pole holding system, a control system and a supporting platform, the driving system comprises a motor, a chain and double-row wheels; the motor drives the chain to move, the chain moves to drive the double-row wheels to rotate, and the whole manned electric pole climbing device is driven to move up and down along a pole tower through rotation of the double-row wheels. The pole holding system is of a detachable structure, and the pole holding system and the driving system are installed around the pole tower to form a closed structure to wrap the pole tower; the control system is used for controlling the driving system and the derrick system; the supporting platform is arranged above the double-row wheels to support the feet of the human body, an ascending button and a descending button are arranged on the supporting platform, and the manned electric device is controlled to move up and down along the tower after the ascending button or the descending button is treaded by the feet. The stability of the manned electric pole climbing device in the pole climbing process can be improved, and a worker can step on the manned electric pole climbing device more conveniently.
