The invention provides a catalytic thermal cracking offshore facility and ship short-process hydrogen production system and method.The system comprises a fuel gas flow mixing unit used for generating fuel gas flow B; one part of the fuel gas flow B is divided into gas flow B3 to flow through the heat supply unit, the heat supply unit provides heat energy for the decomposition reaction in the decomposition reactor, and the other part of the fuel gas flow B4 flows through the fuel gas flow decomposition unit; the fuel gas flow decomposition unit comprises a raw material gas desulfurization system, the raw material gas desulfurization system is connected with a decomposition reactor, and the decomposition reactor is used for preheating raw material gas, carrying out catalytic cracking reaction, carrying out gas-liquid-solid three-phase separation and cooling decomposed gas; the filtering and purifying unit is used for receiving the cooled decomposition gas F output from the decomposition reactor and outputting filtered decomposition gas G; and the fuel gas flow consumption unit is used for receiving the filtered decomposed gas G and realizing energy conversion. According to the invention, the process flow is shortened, and the backmixing phenomenon of materials is avoided.
