A manual passive hydraulic brake control device for braking comprises a control mechanism and an actuating mechanism, the output end of the control mechanism is connected with the input end of the actuating mechanism, the actuating mechanism is provided with an oil return cavity and a working cavity, the working cavity is connected with a rotor brake device and connected with an oil tank through an auxiliary mechanism, and the oil return cavity is connected with the oil tank. The control mechanism is pulled, the pressure of the working cavity is increased, braking pressure is output to the rotor braking device to achieve braking, meanwhile, the oil return cavity sucks oil from the oil tank, negative pressure of the oil return cavity and the braking pressure are prevented from exceeding preset values, and the specified braking pressure is kept through pressure reduction of the auxiliary mechanism. If negative pressure exists in the working cavity, oil is sucked from the oil tank through the auxiliary mechanism, the negative pressure is eliminated, meanwhile, oil in the oil return cavity flows back to the oil tank, and high pressure of the oil return cavity is avoided. The safety valve has a safety valve function to prevent the brake pressure from being too high, and has a locking function to prevent mistaken touch.
