The method comprises the following steps: acquiring a current congested road section and current feature information of the current congested road section; obtaining a plurality of historical congested road sections and historical feature information and historical start-stop times corresponding to each historical congested road section; the current feature information is matched with each piece of historical feature information to obtain similar congested road sections, and the similar congested road sections represent historical congested road sections with the highest similarity with the current congested road section in the plurality of historical congested road sections; according to the historical starting and stopping times of the similar congested road sections, the starting and stopping times of the current congested road section are predicted, the predicted starting and stopping times are obtained, and the predicted starting and stopping times are used for calculating the predicted starting and stopping energy consumption of the current congested road section. By adopting the method, the vehicle starting and stopping times of the congested road section can be predicted, so that the accuracy of vehicle energy consumption prediction and driving prediction is improved.
