The invention relates to a traffic speed prediction device and a method thereof. In one embodiment, a traffic speed prediction apparatus includes at least one processor configured to determine, as a target road section, a second road section connected to a first road section, where the first road section includes a road section behind the second road section, and outputting first output data using the traffic speed data during the first time, the traffic speed data being obtained based on the probe data collected in the first and second road segments; outputting second output data using traffic volume data during a second time, the traffic volume data being obtained based on probe data collected in the first and second road segments; and predicting a traffic speed of the road including the second segment using the first output data and the second output data.
