The invention discloses an unpowered periodical adjusting device for the diving speed of a submersible and an operation method, and the unpowered periodical adjusting device comprises a shell assembly which is internally provided with a supporting assembly and a sliding assembly and is externally provided with a submersible load; the shell assembly comprises a thin-wall cylinder, a hemispherical head shell is arranged on the top face of the cylinder, and a horn-shaped bottom shell is arranged at the bottom of the cylinder. The supporting assembly comprises a supporting rod, the supporting rod forms an inverted-V-shaped structure through two thin rods and is fixed to the lower portion of the inner wall of the cylinder, a supporting shaft is fixed to the center of the top face of the supporting rod, the top of the supporting shaft abuts against the hemispherical head shell, the supporting shaft is sleeved with a spring, and the spring is sleeved with a magnetic shielding cylinder. The bottom of the magnetic shielding cylinder is fixed on the supporting shaft; the sliding assembly comprises a sliding ring, the supporting shaft is sleeved with the sliding ring, meanwhile, the bottom of the sliding ring is fixed to the top end of the spring, a flexible disc is installed outside the sliding ring, and a plurality of strong magnet pieces are evenly pasted to the periphery of the lower portion of the flexible disc. Cost is saved, and resources are reasonably utilized.
