The invention discloses a sampling mobile platform for a high dam and a deep reservoir. The sampling mobile platform comprises a main cabin body, and a propulsion system, a sonar system, an illumination camera system, a sampling system and a buoyancy device which are mounted on the main cabin body, the propelling system comprises side wing propellers arranged on the two sides of the sampling moving platform and a tail propeller located at the tail of the sampling moving platform. The sonar system comprises a Doppler velocimeter, a scanning sonar, a ranging sonar and an image sonar; the lighting camera system comprises an underwater lighting lamp and an underwater camera which are mounted on the two sides of the sampling mobile platform; the sampling system comprises a sediment collecting device and a water collecting device; the buoyancy device comprises a buoyancy material which is arranged in the sampling mobile platform and provides overall buoyancy for the mobile sampling platform. The invention further discloses a high dam deep reservoir sample collection method. According to the platform and the method, efficient water sample collection and undisturbed collection of vertical layered water can be realized, the energy consumption is reduced, the operation is simple, and the safety is improved.
