The plurality of battery modules are connected in series; the vehicle control unit receives the battery state information; the charging communication equipment executes a handshake program and transmits a handshake completion signal to the vehicle control unit after the handshake program is completed; the vehicle control unit charges the plurality of battery modules, and when the vehicle control unit judges that the higher voltage value in the plurality of battery modules is larger than a balance level voltage value and the voltage difference of the plurality of battery modules is larger than a balance starting voltage difference threshold, a battery module balancing means is executed.
