The invention provides a fuel cell control system and a vehicle, and the system comprises a power management module which is used for supplying power to the fuel cell control system and controlling a controller to sleep or wake up the controller according to a first control signal of a vehicle electrical system; a communication module; the data acquisition module is used for transmitting the acquired hydrogen cylinder data and the electric pile data to the controller; a driving module; the controller is used for sending a second control signal to the driving module to control the plurality of control valves according to the hydrogen cylinder data and the electric pile data acquired by the data acquisition module and the vehicle electrical system data transmitted by the communication module, and is used for controlling the plurality of control valves according to a first control signal of the vehicle electrical system; and switching is carried out between a low-power-consumption mode and a working mode. And the fuel cell control system is more concise in arrangement and more centralized and unified in driving management.
