The device comprises a cantilever and a rescue device, the rescue device comprises an outer box body, the outer box body is a box body with a lower opening, a lower turning plate is hinged to the bottom of the outer box body, a fixed clamping plate is arranged in the outer box body, a rope passing roller shaft is rotationally arranged on the upper portion of the outer box body, two rope passing holes are formed in the fixed clamping plate, one end of a traction rope downwards penetrates through one rope passing hole and is wound on the rope passing shaft, and the other end of the traction rope is fixedly connected with the lower turning plate.
