The invention relates to the technical field of vehicle heat management, and provides a heat management system with a battery heat recovery function and a vehicle. The system comprises an air conditioning unit and a heat management unit, and the air conditioning unit is formed by sequentially communicating a gas-liquid separator, a compressor, a four-way reversing valve, a condensing device, a first throttling device and an evaporator through a first pipeline; the evaporator is formed by communicating with a gas-liquid separator through a four-way reversing valve, and the heat management unit is formed by sequentially communicating a liquid storage device, a pumping device and a heat exchange device through a second pipeline; the heat exchange device is further communicated with the gas-liquid separator and the evaporator through a third pipeline. When the air temperature is low, heat generated by a battery of the vehicle heats heat exchange liquid in the heat exchange device, the heated heat exchange liquid is added into heat exchange liquid circulation of the air conditioning unit, and the heat generated by the battery is used for heating the interior of the vehicle; when the air temperature is high, the air conditioning unit can cool the interior of the vehicle and the heat exchange device through circulation of the heat exchange liquid, and then cooling of the battery is achieved.
