The method comprises the steps that a road section topological relation, an incidence relation between road sections and acquisition equipment and snapshot data acquired by the acquisition equipment are acquired, and the road section topological relation is used for representing an upstream and downstream connection relation between the road sections; the incidence relation between the road section and the acquisition equipment is used for representing that the direction of the road section is matched with the acquisition direction of the acquisition equipment and the position of the road section is matched with the position of the acquisition equipment; according to the road section topological relation, the incidence relation between the road section and the collecting device and the snapshot data collected by the collecting device, a blind area road is determined, the blind area road meets a first preset condition, and the first preset condition represents that the collecting device needs to be additionally arranged on the blind area road.
