The method comprises the following steps: constructing a traffic network topological graph; predicting the traffic flow of each intersection in a period of time in the future so as to calculate the correlation degree value of each intersection; according to the association degree value of each intersection, preliminarily dividing the traffic network topological graph to obtain a plurality of sub-regions; in the next time prediction period, calculating a new association degree value of each intersection according to the updated and predicted traffic flow; according to the new correlation degree value of each intersection, merging the plurality of subareas, and calculating a maximum modularity value; performing dynamic division and readjustment on the region according to the relationship between the maximum modularity difference of the two times and the redivision threshold; and dynamically dividing the sub-regions of the traffic network topological graph by taking the position of the maximum modularity value as the optimal sub-region division number.
