The invention provides an offshore floating photovoltaic device, an offshore floating photovoltaic system and a control method, which can be applied to the technical field of photovoltaic power generation. The device comprises a floating body base platform, a middle bearing platform, a rotating main shaft and a photovoltaic base platform. Wherein the floating body base station is used for enabling the whole device to float on the water surface. The middle bearing platform is used for being connected with a floating body base platform and is fixed relative to the photovoltaic base platform, and the floating body base platform is a floating body enabling the device to float on the water surface. And the rotating main shaft is used for connecting the floating body base platform and the middle bearing platform and enabling the middle bearing platform to rotate relative to the floating body base platform. The photovoltaic base station is used for supporting a photovoltaic assembly. Thus, the middle bearing platform and the floating body base platform are connected through the rotating main shaft, so that the middle bearing platform and the photovoltaic base platform above the middle bearing platform can be freely adjusted relative to the floating body base platform, and the orientation of a photovoltaic module installed on the photovoltaic base platform can be freely adjusted. Therefore, the power output of the photovoltaic module can be controlled at low cost, the peak regulation pressure of a power grid is relieved, and the power generation economy of a photovoltaic power station is improved.
