The invention relates to a locomotive train pipe constant pressure conversion system and a control method. The system comprises a first balance pressure regulating valve, a second balance pressure regulating valve, a switching valve and an electric interlocking conversion cock, the first end of the electric interlocking conversion cock is communicated with a main blast pipe, and the second end of the electric interlocking conversion cock is communicated with a pre-control port of the switching valve; the electric interlocking switch is connected with the electric interlocking conversion cock; the gas circuit cut-off unit is connected between the switching valve and the balance air cylinder; and the exhaust unit is communicated with the balancing air cylinder. According to the system, the conversion of the train pipe constant pressure between the set value of the first balance pressure regulating valve and the set value of the second balance pressure regulating valve is realized by controlling the electric interlocking conversion cock; an air charging channel and an air discharging channel of the balancing air cylinder are controlled by utilizing an electric interlocking feedback signal of the electric interlocking conversion cock, so that the pressure of the balancing air cylinder is reduced within a period of time.
