A train simulator test device is disclosed that is operably coupled to a rail to measure the static impedance of the track circuit and to simulate a train by varying the rail inductance for a set period of time. The testing device can select the speed, direction and number of trains to be simulated. By applying a variable inductor on the rail, the test device can simulate that a train enters and exits an island at a variable speed. The test device may use electrical induction on the rail to simulate simultaneous movement of two or more trains in each direction of the track, as well as multiple appearances and routes. The train simulator test device may include simulation software to vary parameters of the train simulation and couple a variable inductor on the rail.
