The invention provides a low-altitude aircraft monitoring system and method. The system comprises a low-altitude monitoring data acquisition system, a flight monitoring system and a flight conflict alarm system which are connected in sequence, the low-altitude monitoring data acquisition system comprises a plurality of pre-deployed ADS-B receivers and is used for acquiring monitoring data sent by a low-altitude aircraft loaded with ADS-B equipment; the flight monitoring system is used for processing the monitoring data to form flight situation data of the low-altitude aircraft and displaying the flight situation data; and the flight conflict alarm system is used for carrying out flight path conflict alarm and flight consistency alarm on the low-altitude aircraft based on the real-time flight path data included in the flight situation data. According to the invention, the emergency rescue process of the low-altitude aircraft is effectively and comprehensively monitored and managed, and the real-time performance, availability and accuracy of information in the emergency rescue operation process are guaranteed.
