The construction method comprises the following steps that a fuel cabin block is divided into a double-layer bottom section, a transverse compartment section, a broadside section and a deck section for construction; arranging a total assembly jig frame on a total assembly site; hoisting and assembling the sections of the fuel cabin according to the assembling sequence; after the fuel cabin block is assembled, a complete cabin is formed, and the cabin is inflated for a tightness test; a bulkhead process hole is formed in the broadside after the tightness test of the fuel cabin is finished; sand washing and coating work in the fuel cabin is carried out; construction of an enclosure system in the fuel cabin; after the fuel cabin enclosure system is constructed, cabin wall process holes are sealed, and the whole fuel cabin is hoisted and carried. According to the construction method of the fuel cabin in the single-shell state, the problems that the precision requirement of the fuel cabin is high and the fuel cabin is prone to deformation in the single-shell state are solved according to the characteristics of the single-shell state of the fuel cabin, and the construction precision and integrity of the fuel cabin in the single-shell state are ensured.
