The system comprises an upper buoyancy ball and a lower floating boat which are connected through a traction rope; a vertical empennage is arranged at the tail of a capsule body of the lower floating boat, stabilizing planes capable of causing the Bernoulli effect are symmetrically arranged over and under the capsule body, an energy cabin is connected to the exterior of the capsule body, and an adjusting device is arranged in the energy cabin to achieve winding and unwinding of a traction rope; solar panels are installed on the left side and the right side of the bag body to supply power to the adjusting device. The upper buoyancy ball and the bag body of the floating boat are both filled with quantitative buoyancy gas, the auxiliary air bag is provided with an air inlet and an air outlet, an air compressor is installed at the air inlet to supplement air for the auxiliary air bag, and the air outlet is opened to release air for the auxiliary air bag. And a hoisting load cabin is suspended on the lower side of the capsule body of the floating boat. According to the method, the regional/fixed-point air parking problem of the unpowered aerostat is solved, and the key problems of application requirements of long-time ground reconnaissance monitoring, regional communication relay and the like of the aerostat are solved.
