The invention discloses a locomotive storage battery main circuit and a rail vehicle, relates to the technical field of rail traffic, is used for controlling the on-off of the locomotive storage battery main circuit, and provides the locomotive storage battery main circuit aiming at the problem that the response time of controlling the on-off of the main circuit through a high-speed circuit breaker cannot meet the actual requirement at present. A high-speed circuit breaker is replaced by the IGBT/MOSFET module, so that the on-off of a main circuit of the storage battery is realized. The IGBT/MOSFET module is directly controlled to be switched on and off by an electric signal sent by the control module by virtue of the characteristic of fast switching action, and the response time can be controlled to be below millisecond level and is at least one order of magnitude faster than that of the currently used high-speed circuit breaker. In addition, compared with a high-speed circuit breaker, the IGBT/MOSFET module is smaller in occupied area, and design of a train circuit structure is better facilitated.
