The present invention addresses the problem of providing a vehicle control device capable of quickly drying the clothes and body of an occupant in a vehicle. In order to solve the problem, the vehicle control system (10) of the present invention comprises: a raindrop sensor (11) that acquires raindrop data outside a vehicle (1); a temperature sensor (12) that acquires temperature distribution data of the body surface of the occupant in the vehicle (1); a driver monitoring camera (13) for acquiring image data of clothes or hair of the occupant; and an air-conditioning control unit (154) that controls an air-conditioning device (14) of the vehicle (1) on the basis of the raindrop data, the body surface temperature distribution data, and the image data of the clothes or hair of the occupant.
