The invention discloses a vehicle pre-charging system and a control method, and the system comprises a first voltage conversion module which is connected with a control module and a charging interface, and is used for converting a first voltage outputted by a power battery into a second voltage which is the same as the voltage of a charging power supply of a target type; the second voltage conversion module is connected with the control module and the first voltage conversion module and is used for converting the output voltage of the storage battery into first voltage; the storage battery is connected with the second voltage conversion module and is used for outputting voltage to the second voltage conversion module; the power battery is connected with the control module, the first voltage conversion module and the charging interface and is used for outputting first voltage; and the control module is used for determining that the pre-charging of the vehicle is completed after detecting that the output voltage of the power battery is converted into the second voltage by the first voltage conversion module. The technical problem that the charging voltage of the vehicle is single is solved.
