The embodiment of the invention discloses an early warning device and an early warning method based on laser ranging, relates to the technical field of laser radars, and aims to improve the running safety of a rail transport vehicle. The rail transport vehicle comprises a vehicle body and a laser ranging sensing device, the vehicle body is used for being hung below a preset rail and can walk along the preset rail, the laser ranging sensing device is arranged on the vehicle body, and the laser ranging sensing device is used for collecting distance information in front of the vehicle body and sending the distance information to the vehicle body on the basis of the distance information. Determining whether an obstacle exists in front of the vehicle body or not; if it is determined that the obstacle exists in front of the vehicle body, a control signal is sent to a transport vehicle braking system and/or an alarm system, so that the transport vehicle braking system controls the transport vehicle to slow down or stop running, and/or the alarm system sends an alarm signal. The embodiment of the invention is suitable for safety early warning of rail transport vehicles in factories, indoor places and the like.
