The invention discloses a data-driven traffic safety risk assessment and variable speed limit management and control algorithm and system, and relates to the field of expressway management. The algorithm comprises the following steps: acquiring first data associated with traffic safety and second data associated with a traffic accident; based on the first data and the second data, a traffic accident prediction model is constructed, and the traffic accident prediction model outputs prediction data associated with a traffic accident; constructing a traffic safety risk assessment model based on the prediction data and a traffic accident prediction model, and outputting a risk assessment value associated with traffic safety by the traffic safety risk assessment model; generating a variable speed limit control algorithm; according to the variable speed limit management and control algorithm, if the risk assessment value is greater than a preset threshold value, starting a speed limit management and control measure; and if the risk assessment value is not greater than the preset threshold value, not starting the speed limit management and control measure. According to the invention, based on traffic safety risk assessment and a variable speed-limiting control algorithm, variable speed-limiting control is carried out in different lanes, and the safety of the expressway is guaranteed.
