The invention provides a vehicle control device, a vehicle control method, and a storage medium, which can more appropriately execute driving control with light tasks for occupant arrangement under various conditions. A vehicle control device is provided with: a recognition unit that recognizes the surroundings of a vehicle; a driving control unit that controls one or both of steering and acceleration/deceleration of the vehicle on the basis of the recognized surrounding conditions; the driving control unit causes the vehicle to travel in any one of a plurality of driving modes including a first driving mode and a second driving mode in which the task of arranging the vehicle occupant is lighter than that of the first driving mode, the first receiving unit receiving a switching operation of the driving mode of the vehicle by the vehicle occupant, and the second receiving unit receiving a switching operation of the driving mode of the vehicle by the vehicle occupant. The driving control unit switches the driving mode from the first driving mode to the second driving mode after the speed of the vehicle reaches the target speed when the first driving mode is executed, the driving control unit is in a traveling environment in which the second driving mode can be executed, and the first receiving unit receives an operation of switching to the second driving mode.
