According to the method, the two-layer calculation model is constructed, the sensitivity algorithm is utilized to calculate the actual investment cost of the road section and the minimum value of the maximum criticality, the most important road section in the emergency evacuation path is determined, and the actual investment amount of the road section is obtained, so that the reliability of the road section is improved with the minimum investment cost; the weakest link of the road network system is enhanced, and the emergency evacuation path network system of the ro-ro passenger ship passengers is effectively optimized.
