A vehicle control device according to an embodiment includes: a recognition unit that recognizes a surrounding situation of a host vehicle; and a driving control unit that controls one or both of steering and acceleration/deceleration of the host vehicle and causes the host vehicle to travel, the driving control unit causing the host vehicle to travel in any one of a plurality of driving modes including a first driving mode in which the steering of the host vehicle is controlled and the acceleration/deceleration of the host vehicle is controlled, and the driving control unit causes the host vehicle to travel in any one of the plurality of driving modes including a second driving mode in which the steering of the host vehicle is controlled. And a driving control unit that causes the host vehicle to travel such that the speed of the host vehicle becomes a target speed when a specific object is recognized in the direction of travel of the host vehicle on the basis of the recognition result recognized by the recognition unit or map information during execution of the first driving mode, and that causes the host vehicle to travel such that the speed of the host vehicle becomes a target speed. At least execution of the first driving mode is restricted.
