The invention relates to the technical field of automobile body accessories, and discloses a wiper control device and a wiper control method, which are used for controlling the rotating speed of a wiper rod of a wiper, and comprise a sensor used for detecting the current rotating position of the wiper rod of the wiper and generating a position signal; the controller is respectively connected with the sensor and the wiper, and the controller is used for controlling a voltage value of effective voltage obtained by a gear motor of the wiper according to the position signal so as to control the rotating speed of the wiper rod. The situation that when the windscreen wiper rod rotates within the observation range, the sight of a driver is hindered or attention of the driver is distracted due to the fact that the rotating speed is too low is avoided; and the windscreen wiper rod can slide over the area outside the observation range on the windscreen at a relatively low rotating speed, so that the phenomenon that the bottom of the windscreen is easily impacted due to over-high rotating speed when the windscreen wiper rod rotates outside the observation range is avoided.
