The invention discloses a hub motor and an electric vehicle, the hub motor comprises a middle shaft, a shell assembly and a rim, the shell assembly is supported on the middle shaft through a first bearing, the shell assembly comprises a first end cover and a second end cover, the first end cover is provided with an outer cylinder, and the outer cylinder is in sealed connection with the second end cover; the rim surrounds the outer part of the outer cylinder body, the rim is provided with a mounting part, and the mounting part is connected to the outer cylinder body through a fastener. The first end cover and the second end cover of the shell assembly are directly connected, so that the sealing surface is reduced, the sealing effect is improved, and the service life of the hub motor is prolonged; moreover, the rim is mounted on the outer cylinder through the mounting part, so that when the tire needs to be maintained, the rim can be directly dismounted, the sealing performance of the shell assembly is not affected, meanwhile, the dismounting and mounting convenience of the rim is greatly improved, and the maintenance time consumption is reduced.
