The invention discloses a double-power-generation-mode generator set and an offshore wind power system. The double-power-generation-mode generator set comprises a floating type foundation adopting a composite three-pile type supporting structure. The anchor chain is used for fixing the floating type foundation; the wind driven generator is arranged at the top of the floating foundation; the hydroelectric generator is arranged at the bottom of the floating type foundation, water wheel blades of the hydroelectric generator are lift type water wheel blades, after the floating type foundation is fixed to a preset position through the anchor chain, the hydroelectric generator is located below seawater, and the wind driven generator is located above the seawater. According to the double-power-generation-mode generator set, wind power generation and hydraulic power generation can be combined together, namely, the double-power-generation-mode power generation is adopted, so that the generator set can fully utilize wind energy and hydraulic potential energy of the ocean, the power generation capacity of the generator set is improved, the power generation cost per kilowatt is reduced, and the price of offshore wind power is reduced.
