The rotating gear is connected with a first driving motor, the first driving motor is arranged on a cylindrical supporting block, a channel is formed in the cylindrical supporting block, and the channel is used for containing a power-on wire connected with the first driving motor; the rotating mechanism is arranged in the battery replacement cabinet, the phenomenon that wires are wound mutually in the rotating process is avoided, burnout of the first driving motor is avoided, the fault point in the to-be-charged battery can be effectively judged, and the safety of the to-be-charged battery is improved. Therefore, the whole device is controlled to recycle batteries of more fault position point types through the battery replacement cabinet control terminal.
